Oman inks US$597M deal for Qurum tourism complex with 400 hotel rooms

OMAN – Oman has signed a RO 230 million (US$597 million) development agreement with Sorouh Al Qurum Real Estate Company for an integrated tourism complex in Al Qurum, Wilayat of Bausher.

The ambitious project, spanning approximately 165,000 square meters, will unfold in phases over 15 years and feature two four-star hotels with more than 400 rooms alongside retail outlets, family entertainment attractions, and freehold residential units open to both Omanis and international buyers.

Where Coastal Beauty Meets Family Fun

The complex promises to be a playground for all ages with serious luxury credentials.

Planned recreational components include a sprawling indoor entertainment hall equipped with laser tags, trampoline parks, climbing zones, and multipurpose sports courts, creating a year-round destination where families can play in the rain or shine.

The developer highlighted the project’s enviable coastal perch in one of Muscat’s most desirable neighborhoods, with sustainability woven throughout through enhanced green spaces and smart carbon emission reduction measures.

Hospitality Expansion with National Purpose

Dr Rashid bin Saleh al Hinai, Director General of Planning at the Ministry, said the project would inject fresh energy into Muscat’s hospitality scene, stimulate private investment, and create meaningful employment opportunities for Omanis across both construction and operational phases.

The development forms part of broader efforts to upgrade tourism infrastructure, sharpen destination competitiveness, and boost the sector’s contribution to economic diversification under Oman Vision 2040.

HE Sayyid Ibrahim bin Said Al Busaidi, Minister of Heritage and Tourism, signed the agreement alongside Eng. Khaled Khudair Mashaan, Chairman of Al Argan International Real Estate Company.

Economic Impact and Sector Ambitions

Oman’s tourism sector aims to contribute an average of 2.4% to GDP under the Eleventh Five-Year Plan, with an average annual growth rate of 5.7%.

The Tilal Al Qurum development will help reach these targets by creating sustainable jobs, supporting local content, and strengthening public-private partnerships.

By allowing freehold ownership for both Omanis and expatriates, the complex taps into growing demand for integrated lifestyle destinations that seamlessly blend hospitality, retail, entertainment, and residential living.
