Russia, Saudi Arabia sign visa-free travel pact for 90-day stays

It applies to diplomatic, special, and ordinary passports for tourism, business, or family visits, but excludes work, study, residency, or Hajj purposes.

RUSSIA/SAUDI ARABIA – Russia and Saudi Arabia have finalized a mutual visa exemption agreement allowing tourists and business travelers from both nations visa-free entry for up to 90 days, signed during the Saudi-Russian Investment Forum in Riyadh.

Implementation targets early 2026, boosting bilateral exchanges.

Forum Context and Signing Details

The pact emerged from high-level discussions at the Riyadh forum, inking by Saudi Foreign Minister Prince Faisal bin Farhan and Russian Deputy PM Alexander Novak.

It covers diplomatic, special, and ordinary passports for tourism, business, or family visits, excluding work, study, residency, or Hajj.

Novak projected activation post-note exchange, enabling seamless early-year travel. This marks Saudi Arabia’s first full visa waiver with regular passport holders from any nation.

Air Connectivity Enhancements

Both governments prioritize expanding direct flights, adding airlines to bridge key cities like Moscow-Jeddah and Riyadh-St. Petersburg.

Current routes via Aeroflot, Saudia, and Flynas will scale, cutting transit times and costs for leisure and corporate flows.

Economic and Cultural Impacts

The regime accelerates tourism reciprocity, with Saudi’s 150 million visitor Vision 2030 goal aligning Russia’s post-sanctions recovery. Business facilitation spurs energy deals, tech transfers, and investments amid OPEC+ ties.

Cultural exchanges flourish through easier access to Neom projects, Red Sea resorts, and Russian heritage sites. Expect 20-30% traffic surge, fostering people-to-people bonds and diversified partnerships.

Russia and Saudi Arabia are advancing tourism collaboration through expanded direct air connectivity and halal-friendly developments, complementing their visa-free pact.

Aeroflot and Saudia plan additional routes linking Moscow-Jeddah, St. Petersburg-Riyadh, and Sochi-Dammam by mid-2026, targeting 500,000 mutual visitors annually.

Saudi’s Red Sea Global partners Russian investors for luxury resorts on NEOM islands, incorporating Muslim-friendly amenities like prayer spaces and alcohol-free zones to attract families.

Russia’s Sochi and Kazan certify 100+ hotels as halal-compliant, offering Arabic signage, Qibla directions, and Middle Eastern cuisine, driving 12x Saudi tourist growth to Russia in H1 2024.

Joint marketing campaigns promote cultural exchanges—Saudi visitors explore Trans-Siberian routes and Volga cruises, while Russians target AlUla heritage sites and Diriyah gates. A US$2 billion investment platform funds cross-border hospitality ventures, including Russian expertise in Black Sea spas for Saudi wellness tourism.

These initiatives align Vision 2030’s 150 million visitors with Russia’s 10 million inbound target, fostering economic diversification through seamless people-to-people links.
