Saudi Arabia mandates new fine dining regulations to elevate hospitality, attract investment

The regulations are designed to guarantee exceptional customer experiences at Saudi Arabia’s luxury dining venues, supporting the country’s wider Vision 2030 objectives of enhancing tourism and lifestyle sectors.

SAUDI ARABIA – The Ministry of Municipalities and Housing in Saudi Arabia has issued a comprehensive set of new regulations to meticulously organize the operations of fine dining restaurants, effective July 22, 2025.

These updated rules are a strategic move to attract further investment into the Kingdom and significantly enhance the business environment within its burgeoning hospitality sector.

The regulations aim to ensure that Saudi Arabia’s luxury dining establishments offer an unparalleled customer journey, aligning with the nation’s broader goals to boost tourism and lifestyle offerings under Vision 2030.

Under these new guidelines, high-end restaurants are now required to provide a full table service experience.

This includes personally welcoming guests from the moment they enter the establishment and escorting them to their tables.

To further enhance convenience and luxury, mandatory valet parking services must be offered. In a move to elevate the dining atmosphere and maintain exclusivity, the regulations also impose a strict dress code policy for patrons.

Furthermore, visible cashier counters are now prohibited within fine dining establishments to preserve the aesthetic and immersive dining environment. Payments will instead be handled directly at the table.

The Ministry has emphasized that the overall “experience” is central to luxury dining, a concept that cannot be compromised by fast service or external windows.

Consequently, drive-thru services are strictly banned at fine dining establishments.

The new framework also mandates a digital reservation system for all luxury restaurants, ensuring streamlined booking and a modern customer interface.

To offer transparency and engagement, visible beverage preparation stations are now required. Additionally, restaurants must maintain a dedicated channel for customer complaints, ensuring efficient feedback resolution.

Menu requirements have also been updated, necessitating at least three main categories: appetizers, main courses, and desserts, with a minimum of five items in total across these categories.

Other mandatory standards include employing a certified food health and safety specialist on staff. Restaurants must also provide coat hangers and bag holders for guests’ convenience.

A concealed area for pickup orders from delivery applications is now required, ensuring these operations remain out of sight from dining guests.

To preserve exclusivity and brand distinction, the new regulations limit fine dining restaurant chains to just one branch per city .

All fine dining establishments must also ensure their brand trademarks are officially registered with Saudi authorities .
