Oman invites bids for landmark US$3B Mountain Resort at Jabal Al-Akhdar

The development will accommodate more than 2,500 homes and over 2,000 hotel rooms across three villages, designed to host up to 10,000 residents and 30,000 visitors during peak events.

OMAN – The Government of Oman has invited international bids for the master planning and detailed engineering design of a landmark mountain resort project at Jabal Al-Akhdar, the country’s highest summit.

Valued at approximately OMR1.2 billion (US$3 billion), the development, known as the Al Jabal Al Aali project or the Omani Mountain Destination, is set to become a mixed-use residential, hospitality, and wellness district spanning an 11.8 square kilometre site atop the Al Jabal Al Akhdar range in Al Dakhiliya Governorate.

The Ministry of Housing and Urban Planning has called on qualified global consultancy firms to submit proposals for the comprehensive master plan and infrastructure design, including architecture, engineering, and tender preparation for major construction components.

The tender submission deadline is July 10, 2025.

Situated at an elevation of 2,400 meters above sea level, the project promises a temperate climate and stunning natural surroundings featuring rugged mountains, deep ravines, terraced farms, and endemic juniper forests.

The development will accommodate more than 2,500 homes and over 2,000 hotel rooms across three villages, designed to host up to 10,000 residents and 30,000 visitors during peak events.

A key feature is the Western Wellness Village, an integrated health and ecotourism hub with approximately 500 residential and hotel units supported by a OMR 200 million (US$520 million) investment.

This village will emphasize wellness tourism, combining medical facilities with eco-friendly design and outdoor recreational opportunities.

The master plan envisions a harmonious integration with the natural terrain, incorporating paved walkways, open squares, green spaces, and water features.

Mobility within the district will be enhanced by a proposed cable car system, while an extreme sports facility will offer activities such as mountain biking, bungee jumping, and rock climbing, catering to adventure enthusiasts.

Al Jabal Al Aali forms part of Oman’s broader urban development strategy, which includes other flagship projects like Sultan Haitham City and Al Thuraya City.

These initiatives aim to attract significant investment and promote sustainable, smart urban living across the Sultanate.

This ambitious mountain resort project is expected to boost tourism, create economic opportunities, and position Oman as a leading destination for luxury wellness and nature-based experiences.
